President Obama signed The American Recovery and Reinvestment Act over three months ago, with some $8.2 billion destined for Ohio. As it turns out, not much has been spent. Funding is headed towards highway projects in northeast Ohio and across the state, to the Dayton Airport and the Cuyahoga Metro Housing Authority, but when those projects will produce paychecks is anyone's guess.
