The city's homicide rate is climbing every week. Cleveland could set a record for murders if it keeps up. Part of the problem is gang violence and the culture of guns and drugs that go with it. The year is only half over and already 71 people in Cleveland have been killed. Gangs of teens have taken over abandoned houses. Mothers are taking out life insurance policies on their children.
