Cleveland: Bad For Black Families?

Cleveland is one of the worst places for black families to live, according to Black Entertainment Television. BET studied 22 American cities and their suitability for black people. Cleveland came in dead last. Too many single parents, too many poor children, too few jobs. High school dropout rates are high while the number of African Americans with college degrees is low. But is the city worse for black people than everyone else? If so, what role do blacks have to improve the city?
