The decision against drivers who leased or drove employed-owned vehicles comes from a class action lawsuit filed against Cleveland's traffic camera program, which went dark in 2014.

The special audit was announced in October 2021, after retired Ohio teachers hired a forensic investigator and pensions expert to look into why the fund's board said it couldn't pay cost-of-living increases for the last five years.
