Governor Strickland wants to give high school students the opportunity to fore go their senior years to attend college instead. The Seniors to Sophomores plan, as the Governor calls it, would allow these students to attend that freshman year of college tuition free. Details of who would pay for it are sketchy at this point. And as Ohio Public Radio's Jo Ingles reports, education leaders say they are waiting to see the fine print.
