Two subpoenas filed in January and February offer some insight into an ongoing investigation by Cuyahoga County Prosecutor Michael O'Malley's office.
The first subpoena seeks records from two officials in County Executive Armond Budish's office – one is Chief Information Officer Scot Rourke, the other is the information technology office’s general counsel Emily McNeeley.
Investigators are seeking communications with Westlake-based Hyland Software and the broadband company OneCommunity, along with its offshoots everstream and DigitalC.
Before joining county government in 2015, Rourke ran OneCommunity’s predecessor, OneCleveland, which is also named in the court filing.
A second subpoena, issued about two weeks later, is for Sharon Sobol Jordan’s employment and compensation records. Sobol Jordan is Budish’s chief of staff.
That subpoena was filed about six hours after Budish announced that Sobol Jordan plans to leave county government for a job with a tech startup called the Unify Project.
In a statement, county law director Robert Triozzi said the county is not aware of any specific allegations and they are cooperating fully with the investigation.
